  • Monitoring of Voluntary Return Observations in AORs Under the supervision of the Assistant Field Officer and guidance from Head of Gaziantep Field Unit, to attend the 'Voluntary Returns Interviews' of Syrians at the border gates and at PDMM offices in the provinces in the Area of Responsibility of Gaziantep Field Unit.
  • Providing individual counseling to refugees to assess and ensure the voluntariness and well-informed decision of the applicant’s return and observe the implementation of voluntary repatriation procedures by PDMM Officials and sign the volrep forms.
  • For specific cases identified or encountered during vol-rep interviews, advocate with PDMM officials to refer such cases to relevant state institutions or NGO partners as a case management/case processing focal point in cooperation with UNHCR Protection Unit.
  • Supporting the implementation of AGD approach through contact with the community In collaboration with other relevant Field and CBP colleagues, engage with the Refugee Committees, Advisory Boards, Refugee Outreach Volunteers, Community Based Organizations, and Refugee Led Organizations to identify challenges, strengthen protection and access to quality services.
  • Support in organizing, facilitating, and reporting during Focus Group Discussions, key informant interviews, and surveys as a part of the Participatory assessment exercise or any other assessment including the GBV safety audit.
  • Support social cohesion-related activities with refugee and host communities, mukhtars, academia etc when required.
  • Strengthening protection and access to services through Case processing, strengthening partnerships, and engagement in working groups As a case management/case processing focal point in Gaziantep Field Unit, remain in close contact with NGO partners and PDMMs and closely follow up on the protection cases referred to Gaziantep Field Unit.
  • Advocate for their access to services including registration, health, education, financial support, social services, etc. Providing in-depth counseling to the refugee's needs as well as the partners to divert the refugees for the appropriate actions.
  • Support the Field Unit and Sub Office in being abreast of existent services, capacities, needs, and protection trends through regular attendance to sectoral working groups such as the Protection Working Group and related taskforces, SGBV Working Group, Child Protection Working Group, Education Working Group.
  • Regularly engaging with implementing and operational partner NGOs and UN Agencies working in Protection, Social Cohesion, and Livelihoods.
  • Protection Assessment and Analysis through desk review Perform reporting and information management-related tasks within the Field Unit through a regular overview and compilation of internal and external reports, regularly update the Provincial Factsheets, service mappings and problem logs when available and required, draft thematic reports, update briefs, dashboards and other reports when needed.
  • Contribute to the advocacy regarding Civil Documentation and Birth registration through research and contact with relevant partners.

1. Support the everyday functioning of the Syria Cross-Border Protection Cluster and Sub-Clusters (CP, GBV and MA) with administrative, reporting, and support tasks including:

· Arrange invitations to meetings for Cluster, Subclusters, and sub-working groups, including management of the Protection Cluster mailing list; reserve of space in Gaziantep offices; establish online attendance signup; organize of simultaneous translation equipment and services through coordination with Supply and Programme; arrange video teleconferencing or remote participation; all in compliance with office’s physical security protocols;

· Draft the minutes of Protection Cluster meetings in both Arabic and English; identify key issues discussed and key action points;

· Support information sharing with Cluster members by compiling and disseminating key news and documents of the week in a “Weekly Roundup” e-mail, in coordination with the cluster and sub-cluster coordination team;

· Draft the critical Cluster documents, including Terms of Reference;

· Attend on behalf of the Protection Cluster meetings of CCCM Cluster, Sub-Clusters, and the (Arabic-language) HISMA

· Contribute updates on the Cluster response to internal or external situation reports

· Review of proposals for the Humanitarian Pooled Fund as a gender focal point.

· Represent the Protection Cluster in the Inter-cluster Coordination Group, Humanitarian Liaison Group, and Syria Cross-Border Humanitarian Fund.

2. Ensure partner reporting and coordination

· Follow up with Protection Partners responding and ask for their inputs/reporting to the Emergency Response Tool, to be used following large displacements;

· Build capacity of partners;

· Analyze data collected;

· Draft and Produce Flash updates for internal UNHCR and external counterparts including OCHA.

3. Support new membership, partner capacity building, and orientation for Protection Cluster

· Manage applications for new organizations, share profiles with Cluster Coordinators, and inform the organizations of the decisions;

· Review the Cluster Membership every three months, checking for satisfaction of active membership criteria;

· Conduct training sessions on Centrality of Protection and Protection of IDPs for new Cluster members as well as new members of the overall humanitarian response;

· Participate in and co-facilitate good practices workshops conducted by the Protection Cluster;

· Provide trainings to partners on topics including gender mainstreaming, gender marker, and PSEA.

· Support the IM team with follow ups, trainings, and 4Ws data cleaning when the IMO is on leave.

4. Assist with UNHCR Protection Programming

· Assist with review of UNHCR protection partners’ monthly reports; Participate in IPMC and multifunctional teams.

· Draft English-to-Arabic translations and control quality of outsourced translations.

· Draft inputs to flash updates on UNHCR protection response and activities.
